Rapid Needs Assessment for Foundational Learning Program in Liberia
ADARA-RMC is leading the foundational learning rapid assessment to inform the
largest foundation learning program design in Liberia. The overall objective was
to conduct rapid needs assessment (“the assessment”) covering three key areas (1)
the status of early learning and school safety programs, (2) validation of a
subset of Foundational Learning Program readiness indicators that will be
captured through the 2024-25 Annual School Census, and (3) a deeper
understanding of school’s experience with school grants, to support the
Government of Liberia's Ministry of Education (MoE) in assessing the
readiness of public primary schools to implement the Foundational Learning Program.
Specifically, ADARA-RMC coordinated and oversaw the implementation of a
targeted rapid needs assessment of the status of early learning and school
safety programs across roughly 250 schools, coordinate and oversee the
collection of baseline data on school readiness for implementation of the
FLP from a subset of 20 percent of schools (50 schools) from the overall sample,
conduct a small-scale qualitative study on the impact and effectiveness of the
ECE School Improvement Grants with about 8 schools within the 20% sub-sample,
and analyze the collected data and produce three reports with actionable
insights that will inform strategic decisions for structuring program roll-out
and projecting needs.
The assessment covered a nationally representative sample of roughly 250
public primary schools across all 15 counties (Montserrado, Bomi, Grand
Cape Mount, Gbarpolu, Margibi, Bong, Nimba, Lofa, Grand Gedeh, River Gee,
Maryland, Grand Kru, Sinoe, and Rivercess, Bassa).
