ADARA-RMC led the baseline study for the SEAL project to set the benchmark at the initial point and build an evidence base for
measuring changes throughout the project implementation period. The study helped Mercy Corp, and partners establish the baseline v
alues for specific indicators of the project. More specifically, the baseline generated evidence around the perception of government towards CSOs,
perception of CSO towards peer CSO, perception of CBO towards CSOs; and investigated how CSOs delt with gender mainstreaming in their day-to-day activities;
as well as investigating the level of satisfaction of CSOs with the National Civil Society Council of Liberia (NCSCL). The baseline was a mixed-method study.
